DIOXIN REMEDIATION AT BIEN HOA AIRBASE – PACKAGE CW1

The Dioxin Remediation at Bien Hoa Airbase Project is being implemented in Bien Hoa City, Dong Nai Province, with the participation of the United States Agency for International Development (USAID).

As part of the project, VINA E&C participates in the execution of Package CW1, with a contract value of VND 666,989,765,000. The scope includes construction of the Pre-Treatment Storage Area, excavation and transportation of dioxin-contaminated soil and sediment, containment systems, access roads and facilities supporting the treatment process.

SCOPE OF WORK

Pre-Treatment Storage Area

  • Construction of the Pre-Treatment Storage Area (PTSA) with a capacity of 150,000 m³ for highly contaminated soil and sediment.

  • Construction of a pumping station and associated PTSA facilities.

  • Construction of concrete-lined channels.

  • Installation of security fencing.

  • Construction of the decontamination area.

Excavation and transportation

  • Excavation of dioxin-contaminated soil and sediment within the project area.

  • Transportation of contaminated materials to designated treatment and storage areas in accordance with project procedures.

  • Total excavation and transportation volume of up to 270,000 m³.

Concrete structures and containment system

  • Supply and placement of approximately 4,000 m³ of concrete.

  • Supply and installation of a double-layer HDPE liner system with a stated thickness of 1.5 mm.

  • Installation of HDPE liners for temporary and permanent storage areas.

Road construction

  • Road construction using the Full-Depth Reclamation (FDR) method.

  • Asphalt-concrete and associated stonework.

  • Total road length of approximately 11 km.

Treatment and material-storage facilities

  • Construction of facilities supporting the treatment process.

  • Construction of fabric-covered buildings.

  • Construction of the soil-spreading area.

  • Construction of the TMSA – Treated Material Storage Area.

KEY PROJECT QUANTITIES

  • PTSA storage capacity: 150,000 m³.

  • Excavated and transported soil and sediment: Up to 270,000 m³.

  • Concrete: Approximately 4,000 m³.

DEMONSTRATED CAPABILITIES

The project demonstrates VINA E&C’s capabilities in delivering technical infrastructure and environmental remediation works with demanding construction, safety and quality-control requirements.

The scope combines several specialised disciplines, including excavation and transportation of dioxin-contaminated materials, construction of lined containment areas, road works and treatment facilities. Its execution requires close coordination between construction management, environmental controls and safety management throughout the project.

The scope included civil works for the waterline and auxiliary facilities in Area A, involving approximately 36,000 m³ of concrete and 3,900 tonnes of reinforcing steel.

SIX SENSES SAIGON RIVER ECO-URBAN DEVELOPMENT

VINA E&C participated in site-grading and villa-construction works for the Six Senses Saigon River Eco-Urban Development in Dai Phuoc Commune, Nhon Trach District, Dong Nai Province. The scope included site formation for Areas 2A, 2B and the Resort Area, together with the construction of 76 villas.

Package L – Shoreline Protection Works, Long Son Petrochemicals Complex

VINA E&C participated in Package L – Shoreline Protection Works under the Long Son Petrochemicals Complex Project. The scope included port revetments, site formation, internal roads, soft-soil treatment using PVD, flood-protection and drainage systems, a firewater tank and a pump house.

Package J – Wastewater Treatment Plant Expansion

VINA E&C participated in Package J – Wastewater Treatment Plant Expansion under the Ho Chi Minh City Water Environment Improvement Project – Phase II. The scope included reinforced-concrete treatment tanks, construction and expansion joints, waterproofing, staircases, drainage works and a bypass road.

Hung Thai Technical Infrastructure, Warehousing And Maritime Service Port

VINA E&C participated in the construction of technical infrastructure, warehousing facilities and the Hung Thai Maritime Service Port in Phu My Town, Ba Ria – Vung Tau Province. The scope included two warehouses with a combined area of 39,482 m², internal roads, a weighbridge, piling works, dredging and a cargo berth.
