USAID Praises VINA E&C in Bien Hoa Air Base Dioxin Remediation Project
We are thrilled to announce that VINA E&C Investment and Construction JSC (VINA E&C) has received high praise from USAID in the latest report published on the DEC website. This report, conducted by USAID’s partner Learns, surveyed, collected, and shared information about VINA E&C's collaboration with USAID in various programs in Vietnam.
In 2016, USAID conducted an assessment at Bien Hoa and identified nearly 500,000 cubic meters of dioxin-contaminated soil in need of cleanup. Bien Hoa Air Base, which was a primary storage and handling site for Agent Orange during the Vietnam War, is the largest remaining dioxin hotspot in Vietnam. The Dioxin Remediation at Bien Hoa Air Base Area Project, launched in 2019, aims to reduce the risk of exposure for people on the air base and in the surrounding communities, as well as to restore the land for full use.
USAID's High Praise
According to the USAID report published on DEC, VINA E&C was selected as the main partner for this project in 2021 (IM2 package), followed by another contract in 2022 (CW1 package) with a contract value of $28.9 million. USAID highlighted VINA E&C's role in successfully completing the remediation and restoration in 2022 and handing it over to the Vietnamese management authority in March 2023, with support from USAID and another American design and supervision consulting contractor.

Awarding the main contract to VINA E&C also came with numerous risks and challenges. However, VINA E&C demonstrated its capability and adeptness in managing relationships, complying with the requirements of the Ministry of National Defense of Vietnam and USAID, as well as meeting technical and execution conditions. The USAID report highly appreciates these successes, reflecting confidence in VINA E&C's ability to execute large and complex projects.
Project Significance
The Dioxin Remediation at Bien Hoa Air Base Project is a crucial part of the joint efforts between the US and Vietnam to overcome the legacies of war and deepen the partnership between the two countries. The project is expected to last ten years and cost up to $450 million, with the current contribution from the US Government being $218.25 million, including $90 million from the US Department of Defense.

On August 30, 2024, VINA E&C officially commenced the land reclamation project for Phase 1 – Phase 2 (covering an area of 5.2 hectares) within the 35ha Oil and Gas Service Zone. The project is scheduled for completion by January 12, 2025, strictly adhering to the technical standards and timeline approved by relevant authorities.
